日本共有４７個一級行政區，即一都一道二府４３縣，如下。
“一都”指的是“東京都”，
“一道”北海道，“二府”大阪府和京都府，
其他都稱為“○○縣”。

There are 47 administrative regions in Japan.
Basically they are called "prefectures" in English such as "Hyogo - prefecture", "Fukushima - prefecture" etc.
and "ken"(【ken】) in Japanese such as "Hyogo - ken", "Fukushima - ken" etc.
Strictly, however, due to some structural difference, we think "4 prefectures" out of them are
to be dealt with otherwise from the other "43 prefectures" or "43 kens".
Thus they have the other name than "ken" as follows:
1)"Tokyo - to"(【tɔːkyɔː tɔ】 but not 【tɔːkyɔː tuː】),
2)"Hokkai - do"(【hokkai dɔː】 but not 【hokkai duː】),
3)"Osaka - fu"(【ɔːsaka hu】) and
4)"Kyoto - fu"(【kyɔːto hu】).
Then, we have a set phrase in Japanese to refer to all of those 47 regions
as "1-to【tɔ】 1-do【dɔː】 2-fu【hu】 43-ken【ken】".
It is memorable that we Japanese never say "Tokyo - ken", "Hokkai - ken", "Osaka - ken" or "Kyoto - ken".
